This is one of three things:
1) Firewall
2) a proxy connection.
3) SSL has been disablesd.
My vote is for option 3

Tools-> internet connections -> Security.
This is not a virus.
I agree that malware could be, but the formatting of the hard drive? Say you have a little drastic, you can get a connection, run a virus scan on your browser and hard drive, delete cookies and cache and restart and try again.
Your computer is infected by the virus. Install and run antivrus Norton. Even if it fails, is the last resort to format the entire computer and reinstall the operating system. Dll files are corrupted.
